You can reach that ping with a Vps located in the 2 main areas : London and New York, than you can reach even 0 ms. !

I had 0.4 ms on NY4, yes is not 0.0 but much better than 2-5 ms. Time ago I had an offer from a provider " professional " , they assured they are just close to the
NY datacenter and can reach less than 0.1 ms, but their cost was to much to justify that difference in latency

Your offer seems interesting, is not just a problem about you, could be an issue about Russian brokers, who can know if they really allow withdraw or maybe they don't just limit profits but keep deposit too ? We know how broker in general behave.... and Russian regulation I don't know anything about that ! Many Russian companies are scammers, I don't say all Russian, I knew a Russian programmer for a job regarding one my FIX API application that was very honest but anyway we MUST be careful with Russian brokers, that is just my personal opinion anyway.
