yes first touch and check if it broken or not if broken wait for 2nd step and if not broken than take trade we are always follow and obedient of market we should not fight with market

two things important
If
1. EURUSD making double bottom at daily chart than could be a chance of buy which is sure chance of buy at the moment
2.EURUSD moving average demanding that price retrace upto 1.193 area to further start of Sell Rally

at the moment EURUSD Oversold and taking sell position is not wise decision, you could take chance of buy for 100 to 150 pips
