tdeliev is saying GMT21-23 : which is if a broker at +3, means broker time is 00:00 to 03:00

I'm confused. In my local time at 18:00, it's 00:00 at Broker's time. We use the 24h system here, I think in American mode it would be 6:00 PM on my local time and 00:00 AM in the broker's room.
