Different brokers sometimes have different closing candles. My 4 hour candle closed at 9am U.K time

 

big move candle and it ll not return down , also that was news released so it can touch the TP but you can also wait the end of 4h candle if it doesn't touch the target

 

i use alpari ECN , so till 44 min for the candle to close
